What is a Section J Report and why is it required under the NCC?

Short answer

A Section J Report is a compliance document required under Volume One of the National Construction Code (NCC) for non‑residential and certain mixed‑use buildings (Classes 2‑9). It demonstrates that a building’s design meets the energy efficiency requirements in Section J of the NCC.

Full answer

Section J of the NCC (also called Part J) sets out energy efficiency standards for commercial and other non‑residential building classes. It covers things like building fabric (roof, walls, floors), glazing, building sealing, lighting, air‑conditioning and ventilation, heated water and monitoring of energy use. A Section J Report analyses your building design against those standards using either the Deemed‑to‑Satisfy (DtS) path or an alternative performance‐based method (such as JV3). The Report is typically required before a construction certificate (or equivalent local permit) is issued to show compliance with the NCC.

Why this matters

  • Regulatory compliance: Without a compliant Section J Report you may be refused a permit or certificate.

  • Energy and cost savings: Meeting NCC Section J standards leads to lower operational energy use for heating, cooling, lighting etc.

  • Occupant comfort: Good compliance improves thermal comfort, reduces drafts, overheating or cold spots.

  • Environmental impact: Reducing energy demand helps cut greenhouse gas emissions in line with sustainability and net‑zero goals.

How Certified Energy can help

  • We prepare Section J compliance reports for Classes 2‑9 using both DtS and JV3 pathways.

  • We review your plans and specifications, identify areas of non‑compliance, and provide recommendations to bring the design into line with NCC requirements.

  • We deliver reports that satisfy local council or certifier requirements, helping you get approvals more smoothly.
