A Section J Report is required when you are designing or altering a building under NCC Classes 2‑9 (commercial, institutional, industrial, retail etc.), especially when applying for a Development Application or Construction Certificate.

If your project is in a jurisdiction that uses the NCC, and your building is Class 2 through 9 (or has parts of those classes), a Section J Report must usually be submitted before you obtain the relevant approvals (eg construction certificate or equivalent). It applies both to new builds and major refurbishments or extensions where energy efficiency is impacted. The specific timing (e.g. with your DA, with CC) may depend on your local council or certifier. The Report must show compliance with the energy efficiency provisions of NCC Section J, through a Deemed‑to‑Satisfy path or a performance‑based path like JV3.
