Passive House is not limited to a volume-builder product range. It can be considered for an individual custom home, multi-residential development or another eligible building type, subject to the applicable modelling, documentation, testing and certification criteria.

A bespoke home should therefore not assume that Green Star Homes certification is available simply because its sustainability objectives align with the framework. Current eligibility and registration requirements should be confirmed against GBCA guidance before the pathway is adopted.

Certification Pathways

How Does Certification Differ?

Green Star Homes uses two connected assessment stages. The Green Star Designed assessment reviews an eligible builder’s home design or product range against the standard. Individual homes constructed from that range can then proceed through completed-home certification using the required as-constructed evidence.

A Green Star Designed outcome is not final certification of an individual dwelling. Where the completed home satisfies the applicable requirements, GBCA can award Green Star Homes certification and the associated trademark in accordance with its rules.

Passive House building certification involves independent review against the applicable Passive House Institute criteria. The certifier reviews the PHPP model together with the required drawings, specifications, product information, construction evidence, airtightness testing and relevant building-services documentation.

Using Passive House principles is not the same as obtaining Passive House certification. In the same way, using selected Green Star Homes measures does not make a dwelling a certified Green Star Home.

Combined Pathways

Can a Project Pursue Both Standards?

Potentially, provided the project is eligible for Green Star Homes and the team is prepared to complete the separate requirements of both pathways. The standards can be complementary, but their relationship should be planned rather than assumed.

Passive House may contribute detailed analysis and coordination around energy demand, windows, envelope continuity, airtightness, thermal bridges and ventilation. Green Star Homes adds its own requirements for renewable energy, household systems, indoor-environment outcomes, materials, water and resilience.

Similar subject names do not necessarily mean that the calculation method or evidence requirement is identical. Information prepared for one framework may need to be supplemented or presented differently for the other.

Responsibilities for GBCA submissions, PHPP modelling, architectural coordination, procurement controls, testing, construction evidence and independent certification should be assigned before detailed design and delivery processes become fixed.

Regulatory Boundary

Neither Standard Automatically Replaces Mandatory Compliance

Green Star Homes and Passive House are voluntary standards. Australian projects must still address the National Construction Code and any applicable state, territory, planning, building approval or energy-efficiency requirements.

NatHERS, BASIX and other jurisdictional systems may therefore remain relevant depending on the project location and approval pathway. Their roles should be confirmed separately rather than absorbed into the Green Star Homes or Passive House comparison.

A voluntary certification may support performance objectives above or alongside minimum requirements, but it should not be described as automatic evidence of every mandatory obligation applying to the project.
